Yes. It must be copied into your reallusion folder in documents on the C drive.

C:\Users\Public\Documents\Reallusion\Reallusion Custom\Hair\

you need another subfolder for Element and Group
C:\Users\Public\Documents\Reallusion\Reallusion Custom\Hair\Element
C:\Users\Public\Documents\Reallusion\Reallusion Custom\Hair\Group

CC4 should automatically update the new files.
